Contracts Administrator

The role involves administering key commercial documents/tools (i.e. COs, SIs and Logs) associated with the Topsides Fabrication contract. Negotiation and resolution of commercial matters out of scope from the onset but could become in-scope given candidate’s interest and skillset. Individuals enjoying fast-paced, multifunctional work with minimal direction are best suited for the role.
 The role primarily consists of administering key contractual documents/tools associated with the management of the Topsides Fabrication contract (circa $600MM USD), thereby supporting the commercial team in protecting the clients’ interests and ensuring SCM process is fully auditable. To achieve this, the successful candidate will have to interface with key stakeholders such as HSE, Quality and Technical (internal) and, to a lesser extent, Contractor’s representatives (external). Decision making will grow from “with support” to “independent” as successful candidate masters base responsibilities; authority to approve not contemplated at this time. For the most part, position follows established practices and processes but creativity (out of the box thinking) is valued to a) improve said processes and b) derive insights from data/documents administered. Primary focus of the successful candidate will be on the Topsides Fabrication contract (work performed in Ingleside TX) but there is opportunity to expand to other contracts. Success will be measured by metrics such as:
 • # of safety incident;
 • Approval cycle time;
 • Accuracy of administered documents; and
 • Rework (e.g. correction of documents).

 Ultimately, the successful candidate will produce executed Change Orders (COs), closed-out Site Instructions (SIs) and Time and Material (T&M) logs.
 Key steps and deliverables associated with COs:
 • Update/maintain the Change Log
 • Draft Amend Decisions for approval
 • Draft Routing Sheets for approval
 • Draft COs for approval
 • Obtain approval of draft documents via DocuSign
 • Execute COs via DocuSign
 • Issue contractual communications (executed COs, letters…) via Procon
 • Assist in requesting PO revisions
 Key steps and deliverables associated with SIs:
 • Track/follow-up on approval of SIs
 • Issue approved SIs via Procon
 • Log/Store approved SI expenses
 • Verify final costs submitted using stored information
 • Confirm with relevant stakeholders that SIs can be closed
 • Issue closed out SIs via Procon
 • Ensure closed out SIs accurately invoiced
 Key steps and deliverables associated with T&M logs:
 • Update/maintain the T&M log
 • Log/Store approved expenses (e.g. EDAs, material invoices…)
 • Evaluate invoice considering updated T&M log
 • Issue comments to Contractor
 In addition to the above, the position supports the following activities:
 • Reporting of SCM metrics
 • Recording/Issuing minutes of commercial meetings
 • Education level:
 o business degree or technical diploma required
 o undergraduate in engineering or business an asset
 o SCM related certification (e.g. SCMP) an asset
 • Knowledge of job or industry specific practices or processes:
 o 5+ years of contract administration/management related experience required
 o Experience in working in a project environment an asset
 o Experience in negotiating and resolving commercial matters an asset
 o Experience in running RFx process an asset
 • Experience directly applicable to the position
o Working in cross-functional team (HSE, Quality, Technical, Project Services) an asset
